Regular Session

Meeting Date: Tuesday, March 10, 2026    

The Board of Trustees of Ritter Public Library convened in regular session at 7:00 PM in the Ritter Public Library Meeting Room A. Warden called the meeting to order with the following members and visitors present:

Certification of Notification:

Springer certified that a notice of the meeting had been in Ritter Public Library social media outlets and Library Website. A notice was sent to the Vermilion Photojournal, but they did not print it.

Approval of Minutes: 

Arnold moved that the February 2026 Regular Board Meeting minutes be approved as presented, and Deucher seconded. The motion passed unanimously.

Correspondence:

Director’s Report: 

Grizzell reviewed the Director’s report (attached).

The VHS Art Show is displayed in the Community Room. They were recognized for the Scholastic Art Show.

Received confirmation today that the Children’s Hunger Alliance received our application for the Summer Meal Program.

The Ritter Room lighting is done!

Brown stated that Life-Sized Candyland was amazing. He also stated that he is very happy to see evening family programming on the schedule again.

Discussed the Collective Bargaining Agreement and Memorandum of Understanding. It is ratified and signed.

Grizzell stated that the furniture review will happen concurrently with the Building Assessment. If there are emergency issues, we will put off purchasing furniture.

Financial Report: 

Springer reviewed the Fiscal Officer’s report (attached).

Arnold moved to accept the financials as presented, and Brown seconded. The motion passed unanimously.

Old Business: 

Reviewed the Committee assignments. Springer will send out updated contact list and committee assignments.

New Business:

Resolution for Permanent Appropriations

Springer reviewed the 2026 Permanent Appropriations Assumptions. Briefly discussed the EEOC claim, which is what caused the significant increase in our Professional Services budget. We do not yet know if a case will be picked up.

The Board of Trustees of the Ritter Public Library, Erie County, Ohio, met in Regular Session on the 10the day of March, 2026, with the following members present: Julie Armstrong, Lois Arnold, Doug Brown, Chad Coolidge, Mary Deucher, Jacob Raffo and Marie Warden.     

Warden moved the adoption of the following Resolution for Permanent Appropriations: BE IT RESOLVED by the Board of Library Trustees of the Ritter Public Library, Erie County, Ohio, that to provide for the current expenses and other expenditures of said Board of Library Trustees, during the year ending in December 31, 2026 the following sums be and the same are hereby set aside and permanently appropriated  for the several purposes for which expenditures are to be made for and during said fiscal year (attached).

Arnold seconded the Resolution and the roll called upon its adoption, the vote resulted as follows: Armstrong – Aye; Arnold – Aye; Brown – Aye; Coolidge – Aye; Deucher – Aye; Raffo – Aye; Warden – Aye.

Erie County Community Foundation Summer Internship Program

Grizzell stated the ECCF selected RPL for a Summer Internship Program. They have paired us with an Intern, Hailey Bing, who will helping with the Foundation’s Community Event Series and perhaps surveying the public. The intern will also work Third Thursdays and help with creating programs for the Maker Space.

Move to Adjourn: 

Coolidge moved to adjourn and Arnold seconded. The motion passed unanimously. The meeting was adjourned at 7:33pm.
